FOI Request - Aftercare and Continuing Care

I am writing to you under section 1 of the Freedom of Information (Scotland) Act 2002 to request the following information. Please can you provide me with:


1. Any plans, policy documents, guidance, advice or other documents you hold which set out the steps you take to ensure compliance with your duty to carry out a needs assessment under section 29 (5) the Children (Scotland) Act 1995. This requires every local authority to carry out a needs assessment for every looked after young person over the age of sixteen, with a view to determining what advice, guidance and assistance the authority should provide once the young person ceases to be looked after.

2. Any plans, policy documents, guidance, advice or other documents you hold which set out the steps you take to ensure compliance with your duty to provide aftercare and continuing care under parts 9, 10  and 11 of the Children and Young People (Scotland) Act 2014.
I would also be grateful if you could provide me with any information recorded for the period 1st October 2021 to 31st October 2022 which details the following:
a) How many children in the care of Moray Council left care on or after their 16th birthday?
b) How many children and young people are being provided with continuing care by Moray Council?
c) How many welfare assessments have been carried out?
d) What is local Moray Council’s policy and process for continuing care?
e) How does Moray Council provide after care?
f) How does MorayCouncil accommodate and house eligible care leavers?  
g) How do they financially support eligible care leavers?
h) How many young people over 19 requested After-care support?
i) How many are in receipt of After-care support? Under 18 and over 19?
j) What is the average age at which children in the local authority area leave care?  
k) How many care leavers are or were unaccompanied asylum-seeking children?
l) How many care leavers have made homeless applications in their local authority area?
m) How many care leavers are in Young Offenders Institutions or prison?
n) How many care leavers have children?

f) A variety of methods, supported lodgings, scatter flats, lodgings and own accommodation

g) Income Maintenance from 16-18 years, there after Universal Credit. Care leavers also receive a leaving care grant.

l) For adult members of household aged under 25 and looked after as a child by local authority, in the period 1 Oct 2021 – 31 Oct 2022, we received 9 applications stating this occurred less than 5 years ago

m) Not held. The records we have on the system are those who will have SW involvement on release but does not capture those service sentences under 4 years or individuals that have been sentenced with no report.
