FOI Request - Overcrowding in Council Properties

I am emailing under the Freedom of Information Act regarding overcrowding in council-owned or council-managed properties.

Please can you supply the below, in Excel or spreadsheet format, for the last five years up to present records (2018-now).

I am happy for this to be supplied as 2018/19, 2019/20, 2020/21, 2021/22, 2022/present

1. The number of households living in overcrowded properties, as defined by Section 325 of the Housing Act 1985, per year
2. The number of council-owned or council-managed properties in the authority, per year if this number has changed over the five year time span
3. Average waiting times for a household to be moved to a larger property per year
• The number of new council-owned or council-managed properties per year

1.            We can only provide this info for those who have applied to the transfer list with overcrowding points.

              We can only provide the figures going back to the financial Year 2019. Figures for 2018 are not held. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.

2. This information is therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. For easy of reference please note that the council stock figures can be accessed from the Scottish Government website

3. With the exception of homeless households who are normally rehoused in date order, we operate a needs based allocations policy.  The total number of points on the application determines the position on the housing list at any given time and we do not award any points associated with length of time on the list. An applicant’s circumstances may worsen or improve during the life of their housing application and this means their total number of points may be reassessed and their position can change frequently.  Our policy is available at www.moray.gov.uk/downloads/file125428.pdf.
