FOI Request - Electric Vehicle Charging Points

Could you please tell me the following:

1. How many electric vehicle charging points in general are there in your local council area?
2. How many of them are privately owned?
3. How many of them are owned by Tesla?
4. How many of them are owned by the council?
5. Of the privately owned ones, how many are not yet fully functioning (I.E they have been set up, but not “switched on” yet. For clarity I am not wanting to find out about broken chargers that at one time were working, but chargers which have been installed and are ready to go, but are not usable yet for any reason and have never been used). Of these charging points, please tell me when each of them were first installed. (i.e, the infrastructure was first put in place)
