PROPOSED DEVELOPMENT AT KINLOSS BARRACKS, MORAY - BASELINE INFORMATION
REQUEST
Tetra Tech Inc. has been commissioned to complete a flood risk assessment for the aforementioned
development, the location of which is indicated on the enclosed drawing. We would be grateful if you could
provide us with the following information:
1. City of Moray Council flood risk and drainage assessment planning policies and technical guidance which
must be adhered to in the preparation of the flood risk assessment;
2. Details on any watercourses, including culverted watercourses, which are likely to affect the site,
including their location and route;
3. Details of any historical flooding known to have affected the site;
4. 100 year return period fluvial and/or 200 year return period marine flood levels that should be used to
assess flood risk at the site, together with the method of assessment and currency of the same;
5. Estimated baseline 100 year return period flows for relevant watercourses;
6. Details of any flood defence measures in place, in addition to condition surveys associated with the
same, where these exist;
7. Details of any capacity/discharge restrictions that may exist in any watercourses in the vicinity of the
site;
8. Details of reservoirs whose flow paths inundate the application site, together with ownership and contact
details for each to enable enquiries to be made regarding the condition, maintenance and management
of the impoundments;
9. Details of the depth and velocity of flow associated with reservoir flood flows at the application site;
10. Copies of the Draft Reservoir Flood Map for each reservoir;
11. Condition assessments for City of Moray Council assets in the vicinity of the site (flood defences,
culverts, bridges & pipes etc.);
12. Details of City of Moray Council inspection and maintenance regime for the aforementioned assets;
13. Ownership details for assets;
14. Information which would allow the capacity of culverts to be assessed (i.e. invert levels, soffit levels,
dimensions, material type, inlet and outlet details, lengths etc);
15. Any additional information that may be pertinent to completing the flood risk assessment for the
proposed development.

2. SEPA’s flood maps (https://map.sepa.org.uk/floodmaps) to be used to determine flood risk for the areas, the SEPA maps also show all the surrounding watercourses.
3. Not held. We have no historic flood records for these areas. Information that is not held falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information not held.
