FOI Request - Energy Shortage Plans

Please could you provide the following under freedom of information legislation:
1. Information relating to any plans by the council to deal with energy shortages/’blackouts’ this winter (to include draft policy documents and any correspondence such as letters, memos and emails etc)

This information is exempt from release under Section 30(c) of the Freedom of Information (Scotland) Act 2002 - Prejudice to effective conduct of public affairs.

Providing details of Energy Shortage Plans could compromise the safety of those running emergency operations during times of national emergencies. 

The public interest in withholding the information outweighs the public interest in disclosing it. Furthermore, the personal contact details within correspondence are exempt under 38(1)b personal information.
