1. How much funding for net zero projects has the local authority committed in each of the last three years?

2. In each of the last three years how much funding for net zero projects has been received from (a) the Scottish Government, (b) other public bodies and (c) the private or third sector?

Much of actions the council takes to progress to net zero are embedded in standard work streams rather than being discrete projects.  Therefore, we have answered this question as regards the funding for the climate change team - but this is a small part of the overall work to net zero the council is engaging with. 1. The total monetary spend on the climate change team includes staffing costs for our department – from 2021-22: 1x Principal Climate Change Officer, 2X Climate Change Officers (Projects).
Revenue budget of £20,000 for communications, materials and project development (annual ongoing starting 2021/22) for the climate change team; Consultancy budget of £130,000 (for the financial year 2021/22) on decarbonisation of buildings, fleet, and hydrogen strategy.  £16,538 additional contribution from HIE for Moray Hydrogen Strategy
£500,000 has been budgeted for climate change actions (in 2021/22) and £250,000 for climate change fleet (in 2021/22) over and above the climate change actions of each department.
 

However, this amount does not include funding for climate change actions embedded in the work of departments across the council, for example from changes in procurement, waste and recycling improvements, energy from waste plant, replacing street lights, replacement of fleet with low emissions vehicles, new/replacing heating systems in buildings and other improvements, active travel, climate change actions in local planning, community wealth building, moray growth deals and levelling up work etc. These are embedded within individual departmental staffing, revenue and capital budgets and so are not included in these figures.  

2. Of the CC costs mentioned above, this is from Government block grant and council reserves (apart from the £16,538 additional contribution from HIE for Moray Hydrogen Strategy in 2021/22.
Funding from works in other departments (for example waste/lighting/heating/fleet improvements) would have come from a variety of Government funding schemes as well as the block grant.
