Public consultation: Moray Local Heat and Energy Efficiency Strategy (LHEES)

Moray Council recently undertook a public consultation to seek views from the public, businesses and stakeholders on our draft Local Heat and Energy Efficiency Strategy (LHEES).

The proposed strategy aims to guide heat decarbonisation and energy efficiency measures across all building types in Moray, setting out a vision for the heat transition and improving energy efficiency. Together these will support Moray in making progress towards the Scottish Government key statutory targets for reduction of greenhouse gas emissions to net zero by 2045, and ensuring that no household in Scotland is in fuel poverty by 2040.

LHEES is a mandatory part of the Scottish Government Heat in Buildings Strategy work and is a vital part of how society will tackle the climate emergency locally and nationally. Each local authority must produce an LHEES and associated delivery plan which is to be reviewed and updated every 5 years. The delivery plan will be the live document detailing activity being undertaken by the Council and by others. This will be further developed in the coming year to ensure we capture all the activity in the region. The delivery plan will detail key areas and highlight the potential for focussed interventions that positively contribute towards the targets.

This draft strategy has been produced with input throughout development from key stakeholders both in and out with the Council.

As the public consultation has now closed, responses will be considered, and required amendments made to the draft. This will then be prepared for presentation to full council at the earliest opportunity which is likely to be June 2024. Updates will be made to this webpage thereafter.

LHEES Pilot Project in 2021

Moray Council previously participated in a pilot project to test the LHEES concept and build a knowledge base with baseline data and costing which will inform future work.
