The Council  has no central location where all parking restrictions and waiting orders are held and sorted, meaning any relevant records would need to be manually searched. There are 1799 public roads in Moray. It would be reasonable to say that checking each road for a restriction, at a conservative 5 minutes per road, would involve around 150 hours of staff time (1799 x 5 = 8995 mins). The cost to Council in staff time would be in excess of £600 - as such, the requested information is exempt from disclosure in accordance with section 12 of the Freedom of Information (Scotland) Act 2002 (excessive cost).
