This information falls under Section 12 of the Freedom of Information (Scotland) Act 2002 - excessive cost of compliance. Every client would have a different package and clients were charged what they could afford, not what the actual cost of package was, so time taken to ascertain how much of that funding has been used for purposes other than Frank's Law will exceed the £600 limit specified by the Scottish Ministers in Scottish Statutory Instruments, 2004 numbers 376 and 467.
