Do the council use a contractor for their floral displays?

7. The Council owns 43 floral units however these are planted and maintained by community organisations except for 6 planters at war memorial sites (2 tiered planters at Dufftown War Memorial; 2 x floor planters Aberlour; 2 floor planters at Rothes War Memorial).
