I would like to request the following information under freedom of information legislation:

1. The number of people on the waiting list for a council property in this local authority in each of the last 6 years (taking the number from a single snapshot date).

2. The longest period that someone has waited for a council house in this local authority over the last 6 years.

3. The average wait for a council house in this local authority over the last 6 years, if this information is held.

2.            The longest period that someone has waited for a council house in this local authority over the last 6 years.
              It is believed that releasing this information may result in the identification of individuals. This information is therefore exempt from release under Section 38(1)(b) of the Freedom of Information (Scotland) Act 2002 - Personal Information.

3.            The average wait for a council house in this local authority over the last 6 years, if this information is held.
              We operate a points based Allocations Policy.  It is published on our website and is available here:   http://www.moray.gov.uk/moray_standard/page_40839.html
              Points are awarded based on an applicant’s circumstances.  The total number of points determines the applicant’s position on the housing list at any given time.  The Allocations Policy does not award any points associated with length of time on the list.  An applicant’s circumstances may worsen or improve during the life of their housing application.  This means their total number of points may be reassessed.  Therefore an applicant’s position on the list may change frequently.
               For this reason, we are unable to provide an answer to this question. This response therefore falls under Section 17 of the Freedom of Information (Scotland) Act 2002 - Information Not Held.
