FOI Request - Emergency Operations Centre and Underground Facilities

1. Could you please confirm the location(s) of the site(s) designated to be used by the local authority to co-ordinate emergency operations (e.g. severe weather, war or similar).

2. Could you please confirm the capacity of the site(s), and note whether a state of constant readiness is maintained.

3. Could you please confirm the location(s) of any underground facilities (e.g. bunkers) used or maintained by the local authority for use by elected members, staff or other officials in the event of an emergency.

4. If underground facilities exist within the local authority but are no longer used for emergency purposes (e.g. if they are now used for general storage), then please confirm the location(s) of these facilities.

This information is exempt from release under Section 30(c) of the Freedom of Information (Scotland) Act 2002 - Prejudice to effective conduct of public affairs. 

Providing details of emergency operations could compromise the safety of those running emergency operations during times of national emergencies where the potential of civil unrest is greatly increased.

The public interest in withholding the information outweighs the public interest in disclosing it.
