FOI Request - Selkie Dredger

Parts of the [Selkie] are wrapped up in a fashion that would suggest she is about to enter the Royal Mail parcel service for delivery elsewhere.  Furthermore the two digger buckets belonging to the Selkie are on the quayside adjacent to the public highway.
In recent days the AIS system is showing little or no movement from the dredger – therefore my question is this: is the Moray Council Dredger fit to carry out operational duties?
