3. Have you made any financial plans to assume Scottish Government contributions for same, going forward, as per the following information from the government:

ScottishGovernment’s Programme for Government, published in September 2020, announced a new coastal change adaptation budget of £12 million to be allocated over four years from 2022-23. These funds will be available for works to protect natural sea defences such as sand dunes system. Options are currently being considered for allocating the new funds.
The ScottishGovernment also provides £42 million each year to local authorities to invest in flood protection measures, and have committed an extra £150 million over the next 5 years to support flood risk measures. Consideration is being given to how the additional £150 million will be allocated and officials have set up the Flood Risk Management Funding Working Group with COSLA to discuss funding arrangements going forward.
You have also asked whether Montrose will be considered for funding as part of the second generation of Local Flood Risk Management Plans for 2022-2028. SEPA and local authorities are currently reviewing and updating the Strategies and Local Plans which will set out the priorities for the next flood risk management cycle 2022 – 2028. The Draft Strategies and Plans will be published for consultation later this year. No decisions have yet been taken with regard to the allocation of funding for actions in the revised Strategies.

2. How much of a contribution has been received from the Scottish Government towards this in each of the past five financial years, by year
With regards to Capital Project Moray Council Receives 80% contribution towards funding of those Schemes. The flood scheme at Dallas was funded by Moray Council and did not receive 80% grant funding from Scottish Government.  

3. Have you made any financial plans to assume Scottish Government contributions for same, going forward, as per the following information from the government:
Moray Council have worked with all stakeholders as outlined in the Flood Risk Management (Scotland) Act 2009. We are currently producing of draft Local Flood Risk Management Plans for consultation in July 2021. These Plans will be subject to available resources and funding made available from both Scottish Government Flooding Capital Budget and Moray Council Revenue Budget.
