FOI Request - New Property Addresses

In accordance with the Freedom of Information Act, please can you provide
the following information:

For 2019 and 2020, we would appreciate a list of all the new properties
constructed within the local authority. Please can the UPRN be attached to each
address.

In accordance with section 17 of the Freedom of Information (Scotland) Act 2002 please be advised that we do not hold the full construction date along with UPRN within our systems. When monitoring constructed properties we refer to various datasets many of which are available via our website. Some of the information available on these datasets are subject to Intellectual Property Rights/Copyright and/or are available as commercial products from 3rd parties for example Ordnance Survey Addressbase. There are various levels of “constructed” these can range from:- properties being water tight, appearing on Ordnance Survey MasterMap Topography Layer after survey or from the approval of a completion certificate through the Building warrant process to name a few.

To aid you with your request please find a spreadsheet attached here of all UPRNs which have a state of “Constructed” and State Date covering 2019 and 2020 as held in our Corporate Address Gazetteer. The data is provided under Open Government Licence as this is an extract from the product OS Open UPRN, https://osdatahub.os.uk/downloads/open/OpenUPRN The state date only provides an indication of when it was constructed as we may have updated this due to intelligence from other sources or for our own business processes. We have also provided a list of Building Warrants (residential properties ONLY), where a completion certificate has been accepted during the date period of 2019 and 2020. A property may have been constructed prior to submitting the completion certificate for acceptance or in some cases the council may have accepted a temporary certificate prior to a final completion certificate being accepted.

Scottish Planning Policy requires planning authorities to maintain a five year effective supply of land for housing.
