FOI Request Council Expenditure or Payment to Suppliers, January to June 2019

I'd like to make a request under the Freedom of Information act for all transactions over £500 from 1st January 2019 to 30th June 2019. Please provide the data in a machine readable format (preferably CSV). As a minimum, please be sure to include the date, value, recipient and the procurement category of each transaction.

The requested information is recorded in such a manner that it is not possible to filter out personal names contained within it. As personal information is exempt under section 38(1)(b) of the Freedom of Information (Scotland) Act 2002, a manual search of the data would be required. This would cost the Council in excess of £600 and so, in accordance with section 12 of the Freedom of Information (Scotland) Act 2002, excessive cost, we are unable to comply with your request.
