FOI Request - Brexit Planning

I would like to request under FOI any reports, planning or research produced by or for your organisation in the past 12 months on the impact of Brexit, particularly no-deal or 'hard Brexit' scenarios.

Planning work for a no-deal EU exit has been led by a Council EU Exit Group.  This work has been underpinned by national assumptions and plans. A number of the documents that the Council holds were provided to us by the Scottish Government and other organisations with express direction that they be treated as confidential. The Council therefore withholds these documents under section 36(2) of the Act , confidentiality. This exemption is not subject to the public interest test.

The principle which underpins emergency planning in Moray, and indeed Scotland, is generic emergency planning.  Moray Council and multi-agency plans are flexible and can be adapted to deal with foreseen and unforeseen emergencies.   We focus on dealing with the consequences of an emergency rather than the causes.  This principle means that Moray Council and partnership emergency plans do not contain any references to Britians EU departure.
Moray Emergency Planning and Procedures are published on the Council’s website and are therefore exempt under section 25 of the Freedom of Information (Scotland) Act 2002, information otherwise accessible. For ease of reference please find link to the web page here.
