FOI Request - Looked After Children Documentation and Funding

1. Can you forward  copies of draft/model contracts/arrangements/documents between your Authority and foster carers, kinship carers, private/third sector organisations when a child is placed in their care.    Such documents I would assume would detail conditions of care for the child, any restrictions on movement etc and the proposed length of period the child would be in their care.
2. Can you please advise where funding for each in child care comes from?   
Is it direct payment for each placement from Scottish Government through the Authority?   
Is the figure included in the annual block grant from Central Government?
Is it a combination of budget money from Central Government and money raised by other means (e.g. Council Tax) by your Authority?

Any other mechanism through Central Government and others?

1. Given the ever changing nature of the service, the actual contract will dictate the T & Cs and some general conditions, with the detail pertaining to each client separate and indeed subject to review.  We don’t have such a draft/model for this particular requirement as each are different.  The tenderer's response is the basis of the resultant contract and that is based on the questions we ask. As Moray Council do not have draft/model contracts/arrangements/documents, this information is therefore exempt under Section 17 of the FOISA - Information Not Held.  

2. The Authorities funding for services comes from a General Revenue grant from the government and council tax income.
