Open Spaces Consultation – New Forres Academy

NOTICE OF PROPOSED APPROPRIATION AND DISPOSAL OF OPEN SPACE FOR THE RELOCATION OF FORRES ACADEMY, FORRES

Sections 24(2A) and 27(2A) of the Town and Country Planning (Scotland) Act 1959 (as amended) requires that before taking any decision to dispose of or appropriate land which consists, or forms part of a common or of an open space the Council must publish details about the proposed disposal or appropriation.

Notice is therefore hereby given that Moray Council is considering the following:

  • appropriation of land namely Applegrove Primary School playing field, 4 Orchard Road, Forres, for construction of a new Forres Academy (1.67ha)
  • temporary disposal by way of licence of part of Roysvale Park, Sanquhar Road, Forres for around 42 months to facilitate the construction compound (0.7ha)
  • appropriation of part of Roysvale Park to provide a new bus drop off/ layby for the new Forres Academy (0.24ha)

The proposal covers land in respect of Applegrove Primary School playing field and Roysvale Park.  The described land will be appropriated and disposed of as shown in the diagram below.

  • The dark blue hatched area shows the extent of land to be appropriated for the construction of a new Forres Academy.
  • The orange hatched area shows the extent of the temporary disposal by way of licence for the construction compound
  • The light blue hatched area shows the extent of land to be appropriated for the provision of a bus drop off area.

Any objections to the proposed appropriation and disposal of land should be submitted in writing to the Learning Estate Team Room 238, Moray Council Office High Street, Elgin, IV30 1BX or by email to learningestate@moray.gov.uk.

Objections must be received by 5pm on Wednesday 8 April and should state the grounds on which they are made. After the consultation closes all objections will be considered and a report provided to the appropriate Council committee at which time a decision will be sought on the proposal.
