Notice of decision by Moray Council to implement the proposal to close Inveravon Primary School
This notice is to advise that Scottish Ministers have been informed by Moray Council of its decision, made on Wednesday 24 May 2023, to implement the proposal to close Inveravon Primary School, and been provided with copies of the Proposal Document and the Consultation Report.
Under the terms of the Schools (Consultation) (Scotland) Act 2010, a period of three weeks begins from the date of the Council’s decision during which time any person can make representation to Scottish Ministers either against or to support the closure.
This three-week period extends to and includes Wednesday 14 June 2023.

Cullen Catchment Area Secondary School Rezoning 2017
This consultation closed at 5pm on Friday 17 March 2017
The Children & Young People's Committee took the decision to consult on varying the catchment areas of Keith Grammar School and Buckie High School. The statutory consultation was carried out from Wednesday 1 February to Friday 17 March 2017.

The Children & Young People's Committee took the decision on 9 November 2016 to consult on varying the catchment areas of Bishopmill, Lhanbryde, Linkwood, Seafield and West End Primary Schools, Elgin Academy, Elgin High School and Milne's High School. The statutory consultation was carried out from Monday 21 November 2016 to Friday 20 January 2017.

Rezoning Forres ASG Primary Schools

The Children & Young People's Committee took the decision on 22 June 2016 to consult on the rezoning of Forres ASG Primary Schools. The statutory consultation was carried out from Monday 22 August 2016 to Friday 30 September 2016 (30 school days).
The proposals were to vary the zones (catchment areas) of Alves, Anderson's, Applegrove, Kinloss and Pilmuir Primary Schools based on geographical areas which are delineated on plans

Rezoning Moray Secondary School 2016
This consultation closed at 5pm on Thursday 24 March 2016
The Children & Young People's Committee took the decision on 9 December 2015 to consult on rezoning Moray secondary schools. The statutory consultation was carried out from Tuesday 9 February 2016 to Thursday 24 March 2016 (30 school days).
The proposals were:
- to vary the zones (catchment areas) of Forres Academy, Lossiemouth High School, Elgin Academy, Elgin High School, Milne's High School based on the geographical areas which are delineated on plans
- that the implementation date for this proposal will be 24 October 2016.

Revised Admissions to Schools Policy 2016
This consultation closed at 5pm on Thursday 24 March 2016
The Children & Young People's Committee took the decision on 9 December 2015 to consult on the revised Admissions to Schools Policy. The statutory consultation was carried out from Tuesday 9 February 2016 to Thursday 24 March 2016 (30 school days).
The proposals were:
- to introduce revised Admissions to Schools in Moray - Policy and Procedures
- that the implementation date for this proposal will be 4 January 2017.

Establishing a new school for South-East Elgin 2015/2016
Update: March 2016 - The Council has received the report from Education Scotland and Officers have now prepared and published the Consultation report.

The Children & Young People's Committee took the decision on 9th December 2015 to consult on establishing a new primary school, with nursery provision, to serve the agreed catchment area for the delineated geographical zone in south-east Elgin. The statutory consultation was carried out from the 14th December 2015 until the 4th February 2016 (30 School Days).
The proposals were:
- To establish a new primary school, with nursery provision, to serve the agreed catchment area for the delineated geographical zone in south-east Elgin with the school located in an identified area.
- The new school be established initially at a temporary site at East End Primary School Annexe until the new school building is complete. (The temporary accommodation will initially accommodate P1 children and will accommodate P1-3 in future years).
- The implementation date for these proposals will be 15th August 2016, except that the nursery will only commence once the new school building opens.
- The new school will relocate to its permanent site on the completion of the new school building. The target date for this is August 2018.

Elgin Primary School Rezoning 2015
The proposal for the new catchment areas were approved on the 11th November 2015 and will become effective from 5th January 2016. The Elgin South East zone will be the subject of further consultation regarding interim arrangements. Further information to follow in due course.
Previous Updates:
The Moray Council proposed to rezone Elgin Primary Schools in order to address the predicted over-capacity issues. Part of this rezoning proposal involved establishing zones for new primary schools in South East and North Elgin. The Children and Young Peoples Service Committee took the decision on 25th March to consult on rezoning Elgin primary schools, including establishing zones for new schools.
The statutory consultation ran from Monday 13th April to Friday 29th May 2015.
Moray Council Proposed:
- To vary the catchment areas of Bishopmill, East End, Greenwards, New Elgin, Seafield and West End primary schools in Elgin based on geographical areas which are delineated on plans contained within the Proposal Paper.
- To establish a catchment area for a new primary school, including nursery, to serve a delineated geographical area in south-east Elgin.
- To establish a catchment area for a new primary school, including nursery, to serve a delineated geographical area in north Elgin.

During the three week period from 21st August 2015 to 11th September 2015, Education Scotland considered the proposal including the educational benefit statements, the representations received by the Council.
Elgin Primary School Rezoning 2015 Final Report
The Council received the report from Education Scotland report on 9th September 2015. Officers have now reviewed the proposals on behalf of the education authority and have prepared and published the Consultation Report, containing the views of Education Scotland and an explanation of how the education authority proposes to deal with any issues raised during the consultation and by Education Scotland.
