FOI Request - Display Vehicle Identification Plate

I am writing to make an open government request for all the information to which I am entitled under the Freedom of Information Act 2000.
Please send me the answers to the following questions;

1) Your authority's policy on the EXEMPTION FROM REQUIREMENT TO DISPLAY AN EXTERNAL VEHICLE IDENTIFICATION PLATE. This question specifically relates to ‘executive vehicles’ allowed to operate without displaying external private hire identification plates.

2) If you have such an exemption, please supply the current number of operators and their names, as of today’s date.

3)  Please supply the number and the full details of vehicles exempted from displaying plates, as of today’s date.

We do not have an exemption policy.

Looking at policies amongst English Councils they refer to the provisions of the Local Government (Misc Provs) Act 1976 giving Councils the power to grant exemptions. That provision only applies in England & Wales.

There may be executive vehicles / vehicles for hire that fall within the 24 hour hire exemption for the purpose of taxi/PH licensing but we wouldn't have a list of those because they aren't licensed.
