FOI Request - Council Spend Associated with Energy Efficiency

I wish to make a freedom of information request to the council regarding spend associated with Energy Efficiency incorporating.

• Building Fabric Measures
• Heating, Hot Water and Ventilation Measures
• Renewables and Energy Storage Measures

Could the council please advise me of the following information?

1. Do you have a Contract / Framework for procuring energy efficiency? Or do you use the Scotland Excel Framework for energy efficiency? Or do you use a combination of both?

2. If you have a separate agreement out with the Scotland Excel Framework, can you please advise the full name of the Contract / Framework along with the following information?

•  Start date, end date and any options to extend?
•  What is your annual value and full contract value?
•  Can you provide a list of suppliers who have been awarded a place on the Contract / Framework?
•  Can you provide a breakdown of actual annual spend for the suppliers awarded a place on this Contract / Framework?
•  Can you provide the breakdown of spend on a lot-by-lot basis (if contract / framework was awarded on a lotting basis)?
•  Can you provide the procurement contact details including name and email address for the person responsible for the procurement exercise for energy efficiency?

1. In relation to investment in Moray Council's Housing stock we use various vehicles to improve the energy efficiency of our properties. This includes use of the Scotland Excel Framework, along with work by our in-house team. In relation to Moray Council's operational estate, any energy efficiency measure will be undertaken as a specific capital project and would likely be tendered as a single project. The Council does not have a separate energy efficiency framework.
