FOI Request - Elgin BID Food and Drink Festival

I would like to ask for some information using freedom of information legislation.

1. Can I have a copy of the event plan for the Elgin BID Food and Drink Festival held on Saturday 19th Aug 2023 on Elgin High Street, Moray

2. Can I have a copy of any paperwork   between the Moray Council and Elgin BID leading up to the event on the 19th Aug 23

3. Can I have a copy of any paperwork received by Moray Council about the Elgin BID Food and Drink Festival held on Saturday 19th Aug 23 from the Event Organisers, Police Scotland and the Security Company used to provide security services on the day.

1. & 2. We can confirm that there are public registers of information regarding various licences. The Council does have a legal duty to process application documents received from applicants in confidence, however, these registers do not include all application documents.   Releasing confidential documents in these circumstances is likely to be detrimental to public health and safety, and, prejudicial to the effective conduct of public affairs; as such these document are exempt under Section 36(2) and Section 30 of the Freedom of Information (Scotland) Act.

3. Please be advised that any documentation concerning security arrangement have not been provided, as such documents are exempt under the Freedom of Information (Scotland) Act, Section 35: Law enforcement, including the prevention or detection of crime (section 35(1)(a)).
