FOI Request - Tinted Windows in Taxi and Private Hire Vehicles

The National Private Hire and Taxi Association would like some information regarding your council's current policy/licensing conditions in respect of tinted windows in taxis and private hire vehicles licensed by your council.

Please answer the following questions:

1. Does your council currently have a policy/licensing condition in
respect of the percentage of required light penetration through the windows of your licensed taxis/PHVs:

a. Front windscreen;
b. Front driver and passenger windows; and
c. All windows to the rear of the door pillars.

2. Conversely, does your licensing authority allow all window tints as
supplied as standard specification from vehicle manufacturers?

3. How long have your current policy/conditions been in place?

4. Are you due to have a review of your tinted window policy/conditions
in the near future?  If so, when?

1. Does your council currently have a policy/licensing condition in respect of the percentage of required light penetration through the windows of your licensed taxis/PHVs:  

No there is no specific policy or condition on the percentage of required light penetration through the windows of licensed taxis/PHVs

 

2. Conversely, does your licensing authority allow all window tints as supplied as standard specification from vehicle manufacturers? 

This is presumed to be yes on the basis that manufacturers supply windows in a specification that is compliant with the general law and in so far as the Council deems it to meet the general condition of being safe.

3. How long have your current policy/conditions been in place? 

N/A in respect of a specific policy/condition. The operator conditions in general were last reviewed in February 2017, although clearly the condition about safety has been in place for much longer (date unknown).

4. Are you due to have a review of your tinted window policy/conditions in the near future?  If so, when? 

N/A as no current condition/policy in place so that is not due for review but the situation will be kept under review in case the Licensing Committee determines to further review the conditions.
