1. We have not issued loans to any other Council over the last 5 years. Moray Council does not borrow for specific projects but generally across all of the Council’s capital projects, therefore loans cannot be matched to individual projects.
We are unable to supply details of individual loans from other Councils, their duration, repayment amount and interest rates as disclosure could substantially prejudice commercial interests. This information is therefore exempt under section 33(1)(b) of the Freedom of Information (Scotland) Act 2002. However, we have aggregated the value of these loans for each of the 5 years and have supplied the total amounts borrowed and repaid. It is important to understand that many of these loans are for a short term with varying interest rates. Please find a list of authorities below the table.

2. The Council’s latest annual accounts as at 31 March 2019 show council reserves of £20,803,000. This consists of: a General Fund Balance of £14,030,000, Housing Revenue Account £1,172,000, Capital Receipts Reserve of £839,000, Capital Grants & Receipts Unapplied Account of £659,000 and Revenue Statutory Funds of £4,103,000.
