We are making this request under the Freedom of Information Act for information relating to the Elgin Golf Club road between Elgin and Thomshill.
In Particular, we require the following information:
1. Information including sight of any written or electronic communications detailing all roadworks and resurfacing on the Elgin Golf Club road between Elgin and Thomshill between 20th May 2017 to date.
2. Information including sight of any written or electronic communications detailing policy documentation on the road surfacing and signage.
3. Information including sight of any written or electronic communications detailing the material used and the specific application of any resurfacing material on the Elgin Golf Club road between Elgin and Thomshill from 20th May 2017 to date.
4. Information including sight of any written or electronic communications detailing the nature and extent of all road sweeping operations on the Elgin Golf Club road between Elgin and Thomshill from 20th May 2017 to date.
5. Information including sight of any written or electronic communications detailing the nature and extent of any signage used to warn of roadworks, resurfacing works and loose chippings on the Elgin Golf Club road between Elgin and Thomshill from 20th May 2017 to date.
6. Information including sight of any written or electronic communications detailing all complaints or reports of accidents on the Elgin Golf Club road between Elgin and Thomshill from 20th May 2017 to date.
7. Information including sight of any written or electronic communications detailing safety inspections carried out on the Elgin Golf Club Road between Elgin and Thomshill from 20th May 2017 to date.

We would also request any photographs held relating to the above requested information.

Q1.  There was no resurfacing on the C2E during the period in question. Repair roadworks were undertaken using the generically named jet or velocity patching process as detailed within Works Instructions attached R-59885,R-59886 and R-59887 between 20th and 26th June. For clarity all further reference to Jet or Velocity Patching will use the term jetpatching

Q2.  Resurfacing including Jetpatching is a repair process, not a Policy. Information on the jetpatching process is available in the public domain at www.jetpatcher.com or www.velocitypatching.com  Signage during Jetpatching work is undertaken in accordance with Safety at Street Works and Road Works Code of Practice 2013. For the jetpatching process both Mobile & Short Duration Works signage and Traffic Control by Stop/Go signage are mainly used. At these specific C2E locations the latter option was used predominantly.

Q3. Material used are Patchmaster emulsion to BS EN 12591and 6mm stone aggregate to BS EN 13043. The specific application was a jetpatching process.

Q4. There are no specific records of road sweeping on this road, beyond removal of loose material associated with the initial jetpatching repair process which is akin to high velocity leaf blowing instead of sweeping.

Q5. Refer to Q2 above, Traffic Management by Stop/Go includes Roadworks Warning, Traffic Control Ahead, Road Narrows/Single File Traffic and Blue Arrow direction signs. During the aftercare period loose chipping warning signs were displayed before and through the works locations and remained in situ until surface stabilised.

Q6. All faults including customer enquiries are given in the attachment "26352271 - C2E between Elgin and Thomshill". There are no recorded accidents on the accident database at this time, however there can be a delay of up to 3 months before information is transferred from Police Scotland records. Direct approach to Police Scotland may provide the details you seek. An accident is however mentioned within one of the customer enquiries.  No complaints were received between 20 May 2017 to date concerning the Elgin Golf Club road area.

Q7. There was no safety inspection during the period in question. A safety inspection had been carried out on 15th May 2017.
