FOI Request Elgin Transport Strategy

With reference to the Council's Elgin Transport Strategy, and the technical report relating to that
Strategy prepared by Jacobs on behalf of the Council and dated 4 October 2016, we seek the
following information:
1. A copy of the "initial modelling results" referred to on page 59 of the Jacobs report,
together with a copy of the model used to generate those results.
2 A copy of the strategic modelling results referred to on page 61 on the Jacobs report,
together with a copy of the model used to generate those results.
3 A copy of all correspondence between the Council and Network Rail in relation to the Elgin
Transport Strategy.
4 All documents relating to all alignments investigated for option I I B/C during preparation of
the Jacobs report, including correspondence with any department, division or section of the
Council as landowner.
5 The Jacobs report, at page 59, states that option 11 E/F was discounted due to deliverability
and feasibility issues. Please provide all documents relied on to discount option Il E/F and
documents relating to the making of that decision.
6 The Jacobs report, at page 59, states that option I I H was not considered viable. Please
provide all documents relied on to discount option I 1 H, and documents relating to the
making of that decision.
7 Please provide a copy of all correspondence detailing the scope of instruction given to
Jacobs from the Council for preparation of their technical report, including, but not limited
to, all information relating to the Western Link Road Scheme.
8 Please confirm if the Western Link Road Scheme, or variations thereof, were considered by
Jacobs.
If any of the information requested is in the course of completion, please provide all information
which is not in the course of completion and the date by which the Council expects the remaining
information to be completed.

1. This information is exempt under Section 33 (1) (b) of the Freedom of Information (Scotland) Act 2002, as it is commercially sensitive. The model itself is a commercially sensitive product owned by the Council and is not issued to third parties. In addition, to operate the model any person would require the PTV VISUM 11.52-18 software and be in possession of a standalone VISUM licence - the cost of which is in the region of £60,000.

5 There are no specific documents that relate to this decision beyond those contained in the technical report attached. The decision was made using professional judgement by engineers in relation to the infrastructure requirements and costs summarised on page 59 of the attached technical report.

6 The decision to discount option I1H was based, as stated on page 59 of the technical report, on the decision of the council not to proceed with the Western Link Road scheme as a strategic project of the council.
