Design Quality
We are required to adopt a consistent and relevant approach to the assessment of design and place quality as set out by the Scottish Government.
A Quality Audit process has been introduced to support placemaking in the Moray Local Development Plan (MLDP) 2020. This process will be the main tool used to determine compliance with Policy PP1 Placemaking and other relevant policies of the MLDP 2020, which was adopted on 27 July 2020.
The requirements of PP1 Placemaking are grouped into key themes under 9 categories. For example the Character and Identity section has sub-groupings on site context, character areas and buildings. Proposals will be assessed by a multi-disciplinary team using the Quality Audit and feedback will be provided to applicants in the form of a table and annotated plan. For this reason, applicants are encouraged to use the Quality Audit as the basis of their Placemaking Statement. Planning Policy Guidance (PPG) on the interpretation of PP1 and other relevant policies of the LDP 2020 is also available here
